Purpose:

Content: Consideration was given to a report which set out the Heywood, Middleton, and Rochdale (HMR) locality opening risk position for 2025/26, including an overview of the strategic context, risks and aligned operational risks scoring 15 or above.   In presenting the report, the Head of Integrated Delivery (NHS Greater Manchester) highlighted that whilst considerable work was underway to plan for upcoming NHS reform, there remained significant uncertainties, and high-rated risks, particularly in relation to skills and capacity, the locality operating model, and financial pressures across the system.   Due to the level of uncertainty, the high scores for many of the risks were driven by the lack of control within the locality and the absence of detailed plans in relation to NHS reform; therefore, limiting mitigations that could be put in place.  It was explained risks were regularly reviewed as new information emerged, and updates would continue to be presented to the HMR Integrated Care Partnership Committee.   Resolved:   That the Heywood, Middleton and Rochdale locality opening risk position for Quarter 1, 2025/26 be approved.   That the proposed escalations to Greater Manchester Integrated Commissioning Board, as detailed in 4.3, Table 1 of the report be approved.
