Purpose: Paragraph 9.11 of the Council’s Constitution delegates authority for the Head of Service with responsibility for Greenspaces (which no longer sits within the portfolio of Neighbourhood Services, as per the management structure at Annex 1) to “Enter into Service Level Agreements for the management and operation of greenspaces and countryside areas such as the Downlands Countryside Management Service; Reigate Heath; Banstead Commons Conservators, Earlswood Common”, subject to consultation with the “Portfolio Holder for Parks and Countryside”, which currently relates to the Executive Member for Sustainability and Greenspace (according to the Leader’s Executive Scheme of Delegation). These plans exist to ensure the effective management and maintenance of the land outlined in each document. They are supported by the relevant Steering Group and any work undertaken is delivered (or co-ordinated) by the Greenspaces team. The agreement of these plans was delayed due to a change of management responsibility within the Council, but has not had a material impact on the management of the land. Adoption of these plans aims to ensure the effective management and maintenance of the land outlined.
