Purpose: The report will update Cabinet on the status of Transforming Cities Fund programme and seek approval to invest a combination of funds to improve the transport network and public realm in Longton.
Content: Agreed (i) - That Cabinet note the programme update to the Transforming Cities Fund programme. Agreed (ii) - That Cabinet approve the investment of Transforming Cities, Bus Service Improvement Programme and Levelling Up Funds in combination to deliver a range of improvements to the transport network and public realm in Longton. (‘the Longton Improvement Scheme’). Agreed (iii) - That to support efficient delivery of the Longton Improvement Scheme, Cabinet gives advance approval to the Corporate Director of Housing, Regeneration and Operations, in consultation with the Cabinet Member for Transport, Infrastructure and Regeneration to: (1) advertise, consider and make any programme related legal notices and orders in accordance with the requirements of the Road Traffic Regulation Act and any other relevant legislation; (2) procure and appoint any required external consultants, contractors and statutory undertakers and all necessary professional services, including surveys, goods, equipment and to enter into agreements with utility companies and other parties as required; (3) vire funds between programme elements, subject to grant conditions, financial limits and reporting requirements; (4) approve and sign partnership agreements with transport operators and others to further scheme aims, and to negotiate adjustment of terms and conditions from time to time; (5) approve and implement communications plans; (6) approve any internal or external performance monitoring framework, and make any necessary performance returns; and (7) make any necessary decisions within the improvements scope to ensure smooth programme delivery
