Content: Milestone South East Ltd (Milestone) was awarded a contract in June 2024 to deliver reactive disrepair and compliance services to Council-owned housing stock. The original agreement allowed for a notional ceiling of £2.25 million over three years (including extensions). Due to increased volume and complexity of works arising from the Council’s participation in the Warmer Homes Wave 3 (WHW3) programme and enhanced enforcement of damp and mould risks following the Awaab Ishak case, there is now a need to authorise: ·        An uplift in contract value within the 50% threshold permitted under Regulation 72(1)(c) of the Public Contracts Regulations 2015; ·        A broader scope of eligible services to include reactive roofing and associated structural works, PV system installations, and enabling works linked to disrepair or HHSRS hazards. All additional services remain within the Fusion21 Lot 4 framework and the JCT MTC 2016 contract form.
