Purpose: Enhancing support for care leavers and our local offer.
Content: Agreed (i) - That council tax exemption support be extended to care leavers aged 18-25 who reside in other local authority areas, ensuring equitable treatment regardless of their place of residence. Agreed (ii) - That the council’s Discretionary Hardship Policy be updated to account for the changes in council tax support to care leavers including the 50% discount when cohabiting. Agreed (iii) - That a funded broadband provision scheme be established for care leavers aged 18-21 to support their access to education, employment opportunities, and essential digital services. Agreed (iv) - That a public transport support scheme be implemented providing free or subsidised travel for care leavers to improve access to education, employment, healthcare, and social opportunities. Agreed (v) - That a commitment be made to aspire to a minimum of ten apprenticeships within the council for care leavers, ensuring meaningful employment pathways and skills development. Agreed (vi) - That delegated authority is given to the Corporate Director for Children and Family Services, in consultation with the Cabinet Member for Children’s Services and the Corporate Director of Resources (S151 Officer) to implement enhancements to the local offer as funding becomes available. Agreed (vii) - That the agreement for the final schemes is delegated to the Corporate Director of Children and Families, in consultation with the Cabinet Member for Children’s Services.
