Purpose:
Content: i) To note the responses to the budget consultation (Appendix P). ii) To note the Chief Financial Officer’s comments on the robustness and sustainability of the budget (Appendix B). iii) To approve a Revenue Budget of £361,448k for 2026/27, and an increased Band D Council Tax of £2,027.71. Set planning totals for future years of £371,348k, £385,073k and £400,285k for 2027/28 to 2029/30 respectively based on the contents of this report including illustrative increases in Band D Council Tax levels of £2,128.89, £2,235.12 and £2,346.65 respectively. iv) To approve the new Savings Programme proposals at Appendix D. v) To approve the new Service Investment proposals at Appendix E.? vi) To approve the position on Earmarked Reserves as set out in this report and at Appendix F.? vii) To approve the Chief Financial Officer’s recommendation on the appropriate level of General Fund Balances and agree to consider reducing the call on the Financial Risk Reserve should one-off underspends arise.? viii) To approve the Financial Risks Extract (Appendix O) from the Organisation Risk Register (Appendix N).? ix) To approve the 2026/27 Annual Pay Policy Statement as set out in Appendix G.? x) To approve the capital programme of £186,379k for 2026/27, £50,940k for 2027/28, £63,662k for 2028/29 and £27,040k for 2029/30 and its financing, as set out in Appendices K and L. xi) To approve the 2026/27 Fees and Charges rates set out in Appendix H. xii) To approve the updated budget projections included within the Medium Term Financial Plan (MTFP). xiii) To delegate to the Service Director – Community Development and Partnerships in consultation with the Exec Members for Equalities, Adults and Communities to design and implement a scheme for the Crisis and Resilience Fund for SGC residents. xiv) To delegate to the Service Director – Community Development and Partnerships the operation and management of the scheme (in accordance with any relevant government guidance and grant conditions); such delegation to be reviewed in the event of a material change to the Crisis Resilience Fund.
