Purpose: Bartec Municipal Technologies have provided Waste Management software to Dacorum Borough Council for a number of years – this includes in-cab technology showing routing, subscription (green waste), and assisted collections information. Over the last few years, via the Digital Transformation Programme, processes in Waste Services and Clean Safe and Green have been reviewed to redesign their manual, paper driven processes and deliver new technology to enable them to work digitally out in the community. Besides realising efficiencies in administration, this work will also enable the service to improve customer experience. Waste Services have also been working with the digital transformation team over the last year. An end-to-end review of their high demand processes has been undertaken including garden waste subscriptions, bulky waste and commercial waste. We have looked at ways to increase customer self-service allowing customers to view their waste collection cases in MyDacorum, thus reducing the administrative burden on the service. We have also looked at opportunities to increase revenue by digitalising processes and making it easier for customers to purchase and pay for services online. A new customer form has now been built in the Digital Platform for bulky waste, allowing customers to select their requirements, schedule a date and time for collection and make a payment all in one seamless transaction. The service is currently testing this form and feedback received so far indicates that the process is far simpler for customers to use through their MyDacorum account online. Equally, the Customer Service Unit (CSU) have commented that this process could only be completed by phone previously and necessitated access to multiple systems to complete. To support these improvements, the Council is seeking to award a one-year interim contract with Bartec Municipal Services to finalise the implementation; this will see the end-to-end process for the following operations completed: • Bulky wate collection. • Clinical waste collection • Garden waste subscription and collection. • Commercial waste collection including e-doc system. • Cess pool emptying. • Street waste bin collection and monitoring. All of these will make the customer interface easier and improve satisfaction with the services offered. Funding is in place to cover the implementation of the end-to-end processes that have been identified. Prior to the one-year interim arrangement expiring, officers will have put in place a new longer term, and compliant contract via the Crown Commercial Services G-Cloud 14 Framework Agreement. Part of this arrangement will be successful data and integration with Council system should a new supplier be successful.

To enter an interim one-year contract with Bartec Municipal Technologies up to the value of £103,800 +VAT. 2. That an exemption from the Council’s Commissioning and Standing Orders is made to award a contract directly without the need to carry out a competitive tendering process.
