Purpose:

Content: The appointment of chair and vice-chair positions is a matter of local choice and custom, which in the City Council’s case is currently determined by Procedure Rule 23 of the Constitution. Rule 23 states: In appointing Chairs and Vice-Chairs of Overview and Scrutiny Committees and Committees (other than Health and Wellbeing Board), the Council, through such Committees will apply the principles of Political Balance between political groups in respect of the number of Chairs and in respect of Vice-Chairs.  Due to a review of representation of political groups on bodies appointed by the Council on 22 January 2026, the Licensing and Appeals Committee was asked to appoint Councillor Luke Shenton as Chair of the Committee for the remainder of the municipal year.
