Content: Decision made: To appoint George Cox & Sons Ltd on a NEC4 Engineering and Construction Contract, Option B (priced Main Works with Bill of Quantities) form of contract to enable the delivery of the Kingsfold & Middleforth package. To note the Construction Procurement Strategy was approved at Cabinet in March 2025, with all future contract awards along with any amendments to this strategy are delegated to the Executive Member. This appointment aligns with the approved Construction Procurement Strategy for the Penwortham Masterplan. To acknowledge in light of the delays with Lancashire County Council in reaching an agreed scheme for Liverpool Road, this package will be tendered separately in due course. A further report will be presented detailing the procurement exercise and approval for the contract award. Reasons for decision: George Cox & Sons Ltd have demonstrated through a competitive tender process via the RISE Framework, that has been evaluated on a cost and quality basis, that they offer value for money, have the necessary skills and experience and that they will provide social value. George Cox & Sons Ltd have demonstrated through this competitive tender that they are a competent contractor to deliver the works. This decision is necessary to comply with the Council’s contract procedure rules and Constitution. To allow the delivery of the Kingsfold & Middleforth developments. To ensure that the Penwortham Masterplan delivery programme is progressed Other options considered and rejected: To not progress with the Kingsfold & Middleforth project. This has been rejected as this is a Corporate Project and this wouldn’t align with the pressing timescales. To retender the Principal Contractor for Kingsfold & Middleforth. This has been rejected as the robust competitive tender process has demonstrated that George Cox & Sons Ltd offer the most economically advantageous tender for this tender.
