Purpose:

Content: Decision made:   1.    To support the commissioning of a new Asylum and Refugee Support and Signposting Service in South Ribble.   2.    To note that the Community Development team will undertake a procurement process for South Ribble to identify a suitable provider to deliver their own drop-in service.   3.    For the cost of the service (£55,000) to be met with the Asylum Dispersal Funding Grant.   Reasons for decision:   The previous Support and Signposting Service was commissioned by the Lancashire County Council (LCC) Resettlement Team and delivered by the British Red Cross. This contract concluded in October 2025, and LCC has confirmed that it is no longer able to commission or fund a replacement service. As a result, responsibility for ensuring continuity of provision now rests with the District Council. Feedback from service users and partner organisations indicates that the drop?in support model provides significant benefits to refugees, asylum seekers and evacuees settling in South Ribble. The South Ribble Community Integration Team has identified that the absence of such a service would negatively impact the wellbeing, independence and successful integration of resettled individuals. Commissioning a new service will ensure that vulnerable residents continue to have access to timely support, signposting and community?based assistance.   Other options considered and rejected:   A joint commissioning approach with Chorley Council was explored. This option was not progressed, as Chorley Council has an existing preferred provider who is unable to deliver services within South Ribble.
