Purpose: Approval is sought for the award of a contract to deliver improvements to play areas in Fradley Parish, owned by Fradley Parish Council, as part of a Section 106 Agreement.

Content: Approval is sought for the award of a contract to deliver improvements to play areas in Fradley Parish, owned by Fradley Parish Council, as part of a Section 106 Agreement. The Cabinet Member approved the award of the contract for the Fradley Play Park improvement project to Creative Play Ltd, identified as the highest-scoring and most advantageous tenderer following evaluation. Cabinet member approval was granted in November 2025 for the application of £193,500 of Section 106 financial contributions, towards improvements to the Worthington Road and Barlow Drive play areas, both Fradley Parish Council assets. Fradley Parish Council have agreed to fund an additional £84,303.90 totalling the project value to £277,803.90.   A full design brief and specification were developed based on site assessments and consultation with Fradley Parish Council and local ward members. The specification included requirements for improved play value, inclusive equipment, safety surfacing, and durability to support long-term use by the community.   A compliant tendering process has been carried out with the support of the council's procurement service.  1. Refurbish existing equipment only – this would not deliver uplift required and would not provide long-term resilience of the facilities   2. Refurbish only one site – A suitable solution has been found within budget to refurbish both sites.   3. Do nothing – The existing equipment is outdated and does not meet current safety and accessibility standards.   4. Re-tender – A suitable solution has been found so this wouldn’t be a good use of officer time.
