Purpose: To note project update and re-allocate unallocated strategic CIL funding to infrastructure projects up until 31 March 2028.

Content: To note project update and re-allocate unallocated strategic CIL funding to infrastructure projects up until 31 March 2028. RESOLVED – that Executive agreed:   (i)             To note the review of the progress of the Council's 2nd Community Infrastructure Levy (CIL) Strategic Infrastructure Programme (SIP) projects presented at Annex 3.   (ii)           To agree the updated SIP(2) allocations presented at Annex 4.   (iii)         To agree that at the end of 2026, if the evidence (including project updates due in September 2026) shows that one or more SIP(2) projects will not need their funding before April 2027 and will not be deliverable before April 2028, that the Head of Planning and Regulatory Services in consultation with the Executive Member for Place, Planning and Regulatory Services be authorised to deallocate funding from those projects and re-allocate the funding needed to project bid SIP(2)-71 in January 2027, provided sufficient funds would be available to deliver the project, and a new lease or heads of terms relating to access, maintenance, insurance and liability have been agreed, to enable the CIL to be spent to order the new synthetic surfacing of the athletics track in February or March 2027 for summer 2027 installation.
