Purpose: To provide an overview of the major refurbishment programme of two Council-owned high rise residential blocks, Westwood Court and Wellington Court and to seek Cabinet approval to appoint the contractors to deliver the works.   

Content: To provide an overview of the major refurbishment programme of two Council-owned high rise residential blocks, Westwood Court and Wellington Court and to seek Cabinet approval to appoint the contractors to deliver the works.    Agreed (i) - That Cabinet approves the delivery of a major refurbishment programme to two Housing Revenue Account (HRA) owned 12-storey residential blocks, with a total of 92 apartments (1 and 2 bed) of which 16 are under leasehold ownership. Agreed (ii) - That Cabinet approve:  i.            the appointment of Novus Property Solutions as the principal contractor at a contract value of £6.086m to deliver all elements of the works following their successful mini-tender under the CHIC framework; and    ii.        the issue of a task order under the Council’s existing Professional Services Contract estimated at a value of £0.5m with AtkinsRéalis UK Limited to engage them to provide consultancy support for this project and to act as Employer’s Agent. Agreed (iii) - Subject to (i) and (ii) above, that Cabinet gives approval to the Corporate Director of Housing Regeneration and Operations, to authorise the necessary contractual agreements with these companies.
