Decision Maker: Cabinet Member (Parks, Events and Culture)
Outcome:
Is Key Decision?: No
Is Callable In?: Yes
Purpose:
Content: Decision made: 1. That a grant of £10,000 to Leyland Town Team is approved, to enable delivery of the event on 3 May 2026. 2. Note that a grant funding agreement will be put in place, detailing expectations around expenditure and delivery of the event. 3. That free parking is offered for people using council owned car parks in Leyland on the day of the event and officers are delegated the authority to take appropriate steps to action this. Reasons for decision: 4. Music in the Town is a popular event running for the past three years in Leyland Town Centre. Originally hosted as a way to promote and support Music in the Park, it has grown to become an event in its own right. 5. Now that Music in the Park is not continuing, this event will ensure a music event continues to be delivered in Leyland, supporting other events managed by the council including Penwortham Live and Longton Live. 6. The event draws visitors to the town centre, providing an economic boost to the businesses along Hough Lane. Other options considered and rejected: 7. Not providing the grant, however this would mean that the event is at risk of not going ahead. 8. Not providing a formal grant funding agreement, however this would not provide the council with information and reassurance on event delivery and spend of any funding provided. 9. Not providing free parking for the event but this would potentially cause consequential traffic issues across Leyland and limit accessibility to the event.
