Purpose:

Content: The Leader approved the purchasing of the new development of 5 flats at Three Spires Shopping Centre for use as temporary accommodation flats, including entering into the necessary legal agreements. The council has an ongoing demand for Temporary Accommodation. The use of the three spires flats will provide additional Temporary accommodation within the district, reduce reliance on external accommodation such as hotels and bed & breakfasts, and provide better value for money for the council. 1.     Leave the funds in the council’s reserves and do not invest in this scheme. This would see people continuing to live in bed and breakfast accommodation and not address the rising cost of temporary accommodation.   2.     Ask LWMTS to purchase the properties. An assessment of whether these units should be purchased via LWMTS or the Council has been taken with appropriate legal advice. This assessment indicated that acquisition through the council was most compliant in relation to subsidy control.
