Content: (Cabinet Member with Special Responsibility Councillor Caroline Jackson) Cabinet received a report from the Chief Executive to endorsement of the updated Council Plan 2026-28. The options, options analysis, including risk assessment and officer preferred option, were set out in the report as follows: Option 1: Endorse the Council Plan 2026-2028 to enable full adoption. Option 2: Do not endorse the Council Plan and its adoption. Advantages Option 1 will result in the full adoption of the Council Plan and provide clarity for delivery. No advantages other than providing an extended time to consult and re-focus the plan. Disadvantages No disadvantages identified. This will result in disadvantages and provide uncertainty to the direction of the Council Plan and ability to achieve desired outcomes. Risks No specific risk to note. No specific identified. risk The Officer preferred option is to endorse and adopt the Council Plan to enable a clear process for strategic delivery. Councillor Peter Jackson proposed: “That the updated content in the Council Plan 2026 2028 be endorsed to enable full adoption.” By way of an amendment, which was accepted as a friendly amendment, Councillor Bannon proposed that the word ‘endorse’ be replaced with ‘notes’. By way of a further friendly amendment Councillor Riches proposed that the words ‘welcomes and’ be inserted prior to ‘notes’. This was accepted as a friendly amendment. Councillor Riches seconded the amended proposition. Councillors then voted:- Resolved unanimously: That Cabinet welcomes and notes the updated content in the Council Plan 2026 2028 to enable full adoption. Officer responsible for effecting the decision: Chief Executive Reasons for making the decision: The Council Plan is the key document that sets the strategic direction for our place and guides the work of the Council. The updated plan will provide an important re-fresh and focus going into years 2026-2028.
