Purpose: Reason: The Masterplan will provide a robust framework for decision-making that attracts investment, supports economic growth and strengthens Hemel’s competitiveness. It places a strong emphasis on place-making, cultural activity and a thriving evening economy, while creating opportunities for enhanced employment space, public realm improvements, sustainable transport connections and new homes. The Masterplan will be shaped through active engagement with local businesses, residents and partners to build consensus around the town’s future direction. It is a vital tool to align with future funding initiatives and support governance reform, strengthening coordination between stakeholders and acting as a catalyst for delivery through clear prioritisation, phasing and measurable outcomes. Background: Hemel Hempstead is a place with strong foundations and is the civic, economic and cultural heart of the borough. However, like many town centres across the UK, it is experiencing significant pressures due to shifting retail patterns, evolving consumer behaviours, and increasing demands for accessibility and sustainability. These challenges present a strategic opportunity to reassess current conditions and define a clear future vision for the town centre. A refreshed approach to governance and delivery is also needed to support the long-term reinvigoration. The Masterplan will set a coherent long-term vision, and ensure regeneration activity is coordinated, evidence-based and guide future investment opportunities. To secure the specialist resources the Homes England Property Professionals and Technical Services Framework (LOT 1) was identified as an appropriate for this commission. This route enables access to pre-qualified suppliers with the specialist knowledge and experience required to deliver a high-quality masterplan. It also supports value for money through established rates, supplier performance history, and streamlined procurement governance. Three quality bids have been received from credible organisations and include a multi-disciplinary team with the expertise to prepare a delivery a masterplan to meet the needs of the Council. Commercial Board approved the decision to award the contract to the preferred bidder on 02 April 2026.
