Purpose: The Member Development Strategy and Policy 2026–2028 sets out the Council’s approach to supporting elected Members in fulfilling their roles effectively as community leaders and decision-makers.   It incorporates feedback from Members and Group Leaders, alongside best practice guidance from the Local Government Association (LGA).   The Strategy formalises existing practices and establishes a clear and structured framework for Member development, including:   ·        A defined induction programme for new and returning Members ·        Mandatory and role-specific training requirements ·        A blended learning approach, including in-person, virtual and self-service resources via the Members’ Portal ·        Governance and oversight arrangements through the Member Development Steering Group (MDSG) ·        A clear policy framework covering mandatory training, compliance, access to development opportunities, and budget management   The Strategy also aligns with the Council’s Corporate Plan priorities and supports effective governance, decision-making, and continuous improvement. It has been designed to provide continuity and flexibility in the lead up to Local Government Reorganisation (LGR).

It strengthens governance arrangements by formalising expectations around mandatory training and compliance, while also promoting accessibility and flexibility through a blended learning offer.   Approval of the Strategy will ensure that:   Members are equipped with the knowledge and skills required to fulfil their statutory and community leadership responsibilities Training provision is structured, transparent and aligned with governance requirements There is clear accountability and oversight of Member development activity ·        The Council continues to meet best practice standards and supports effective decision-making
