Purpose:

Content: Decision made:   1.    That the Cabinet Member (Finance and Assets) approves the setting up of a budget of £145,000 excl VAT (£174,000 inc VAT) for the completion of a Youth Hub at Bamber Bridge Leisure Centre which will include the refurbishing the old café and the toilets at the Leisure Centre alongside the conversion of the old Squash court at the Leisure Centre into a multi-use space.   2.    That the Cabinet Member (Finance and Assets) approves the awarding of the contract to Krol Corlett for the value of £120,000 excl VAT (£144,000 inc VAT) via the Rise Framework (or another complaint framework) in accordance with the Council’s procurement protocols.   3.    That the Cabinet Member (Finance and Assets) notes the remaining budget of £25,000 excl VAT (£30,000 inc VAT) will be utilised as a client contingency and for fit out purposes.   4.    That the Cabinet member agrees to a £112,000 contribution from the Community Infrastructure Levy (CIL) for the creation of a new Youth zone at Bamber Bridge Leisure Centre.   Reasons for decision:   To ensure the essential refurbishment works required to facilitate the creation of the new Youth Hub at Bamber Bridge Leisure Centre are fully funded and delivered. This includes providing a suitable, modern, and safe environment that meets the needs of young people, supports the intended programme of activities, and enables the effective operation of the Youth Hub within the leisure centre.   Other options considered and rejected:   The Council could choose not to do this project. However, this would represent a missed opportunity to create a new Youth Hub at Bamber Bridge Leisure Centre. class=WordSection2>
