Purpose: To consider a request for accelerated contract approval to join Wave 1 of the Future of Prevention Academy, a national programme bringing together local authorities to build the foundations for proactive, AI-enabled prevention in adult social care.

Content: To approve the commencement of a Procurement of the Future Prevention Program in sufficient time to join Wave 1 of the Future of Prevention Academy.   Note: This decision was taken under the General Exception provisions and the Standing Orders have been complied with.      The item could not be included on the 28 day notice due to the need for accelerated approval. This is being driven by a firm deadline of 26 June 2026 to join Wave 1, after which there will be a gap of several months before the next opportunity.   Joining Wave 1 is strategically important because BNSSG + G are all participating together.   There is also a critical funding dependency: ICB funding has been agreed specifically for participation alongside system partners. Executive approval is therefore being sought urgently to: -           Secure a place in Wave 1 -           Retain the confirmed ICB funding -           Enable joint delivery with system partners as planned   The Chair of Scrutiny was notified on 29/5/26 and the Statutory Notice published the same date General Exception Notice.   In accordance with Standing Order 107 the decision will not be amenable to pre-implementation call-in.  However, if members so wished it can be called in for post-implementation review.
