Purpose: To seek Cabinet approval for the award and appointment of the successful contractors, following completion of the procurement process, to deliver the council’s share of the outstanding Schools PFI works.
Content: Agreed (i) - That Cabinet delegates authority to the Chief Executive Officer, following completion of a competitive procurement process, to award and enter into contracts with the successful contractors for the delivery of the outstanding Schools PFI works which the Council is delivering following the collapse of TSSL, up to a total value of £14.8m. Agreed (ii) - That Cabinet notes that this splits approximately into up to £9m of minor works and up to £5.8m of major works or specialist projects. Agreed (iii) - That Cabinet notes the procurement strategy and processes undertaken, as set out in this report. Agreed (iv) - That Cabinet delegates authority to the Chief Executive Officer to enter into any ancillary contracts with relevant professional services including legal, technical and programme support, and any other professional services required to support the delivery of the remaining PFI programme. Agreed (v) - That Cabinet notes the approved and existing funding streams that will be used to deliver these works, set out at 7.1.2 of the report submitted. Agreed (vi) - That Cabinet notes that the procurement strategy is supported by the Council’s Procurement Assurance Board (PAB). Agreed (vii) - As a further contingency, recognising that there remains a number of complex work items and investigatory work items, authority be delegated to the Corporate Director of Resources (s.151 Officer) in consultation with the Cabinet Member for Finance, Anti-Poverty, Governance and Corporate Services to allocate existing capital contingency on a case by case basis if and where necessary and justified.
