Purpose:

Content: RESOLVED that   That the Cabinet recommend to Full Council that it: a)    Approves the Building a Better Future Plan (Appendix A) for submission to the Secretary of State for Housing, Communities and Local Government; Following a), that Cabinet: b)    Approves the consultation on the Building a Better Future Plan (Appendix A) from 20 July 2026 to 9 September 2026 following the Consultation Plan set out in Appendix B;   c)     Delegates authority to the Strategic Director of Growth and Place, following consultation with the Cabinet Lead for Coastal, Coastal Communities & Local Plan, to make any necessary amendments to the Building a Better Future Plan (Appendix A) and its supporting documents prior to the consultation. These shall be limited to the inclusion of a contents page and page numbers, the key diagram, factual and data updates, correction of minor errors, typographical errors and other minor changes that do not change the meaning of the material;   d)    Delegates authority to the Strategic Director for Growth and Place, following consultation with the Cabinet Lead for Coastal, Coastal Communities & Local Plan, to prepare a report, which forms one of the documents to submit to the Secretary of State for Housing, Communities and Local Government, noting the number of representations made through the consultation and a summary of the main issues raised;   e)    Delegates authority to the Strategic Director for Growth and Place, following consultation with the Cabinet Lead for Coastal, Coastal Communities & Local Plan, to submit to the Secretary of State for Housing, Communities and Local Government the Building a Better Future Plan (Appendix A, as may be modified by recommendation c) and the necessary supporting documentation for examination;   f)      Delegates authority to the Strategic Director for Growth and Place, following consultation with the Cabinet Lead for Coastal, Coastal Communities & Local Plan, to undertake consultation on any ‘main modifications’ or other matters which the Inspector for the examination of the Building a Better Future Plan requests.
