Purpose:
Content: The Cabinet Member (Environment and Streetscene), Councillor Kath Unsworth, presented the confidential report of the Director of Customer and Digital. The report sought approval for the Shared Fleet Strategy and for the Procurement Strategy required to establish a supplier for fleet vehicles. Members noted four main areas for consideration, which were service delivery, finances, legal and environmental, and finally, organisational. Resolved: (Unanimously) 1. To approve the Shared Fleet Strategy. 2. To agree the Procurement Strategy as set out in paragraph 27. 3. To approve that the award decision is delegated to the Cabinet Member for Environment and Streetscene through the Executive Member Decision process. Reasons for recommendations: 1. A shared Fleet Strategy sets out the principles of fleet management and procurement. Procuring on a contract hire basis provides a level of cost certainty and protects front line service delivery through allowing for relief vehicles. 2. A strategy that sets out replacement timelines improves transparency with members and fleet users. 3. Having a single provider for fleet replacement will be more efficient than managing multiple contracts. Other options considered and rejected: 1. To continue to procure fleet on a case-by-case basis. This has been rejected as it limits options to utilise economies of scale. The individual process can also be overly onerous and delay replacement of vehicles. 2. To purchase vehicles outright. This has been rejected as it felt that procuring on a contract hire basis provides greater operational control and an increased level of cost certainty. It also reduces the reliance on multiple third-party contractors to undertake repairs.
