Content: A5 23/00283/FUL Erection of 44 dwellings (C3) with associated infrastructure including landscaping, open space, access, highway and drainage. Scotforth West Ward A(106) A site visit was held in respect of this application on 20th July 2026 by Councillors Louise Belcher, Martin Bottoms, Dave Brookes, Keith Budden, Claire Cozler, Alan Greenwell, John Hanson, Robert Redfern and Sue Tyldesley. In attendance was Principal Planning Officer, Anthony Foster. Under the scheme of public participation, Ward Councillor Tim Hamilton-Cox spoke against the application. Duncan Wenham (Asteer Planning) spoke in favour of the application. It was proposed by Councillor Sandra Thornberry and seconded by Councillor Keith Budden: “That the application be approved subject to the conditions in the Committee Report and subject to an amendment to the Highway Infrastructure Improvement obligation and subject to condition 1 being amended to 2 years for commencement.” Upon being put to the vote, 10 Councillors voted in favour of the proposal with none against and 3 abstentions, whereupon the Chair declared the proposal to have been carried. Resolved: That the application be approved subject to the following conditions: · the satisfactory completion of a Legal Agreement within 3 months of the date of this Committee meeting, to cater for the provisions below. In the event that a satisfactory Section 106 Agreement is not concluded within the timescale above, or other agreed extension of time, to delegate authority to the Chief Officer – Planning and Climate Change to refuse planning permission on the grounds that the obligations which make the development acceptable have not been legally secured; and the following obligations are required: · Provision of 30% affordable housing to be provided on site in accordance with an Affordable Housing Scheme to be agreed prior to the commencement of development; · Highway Infrastructure Contribution to the sum of £337,636 (with amendment: LCC Highways have requested in their latest response of June 2026 a figure of £345,488 and therefore this is to be agreed with Lancashire County Council) towards the Pointer Roundabout, Hala Road signalised junction, Lancaster City Centre Gyratory, Lancaster-wide traffic management, Ashton Road and Ashford Road; · Travel Plan contribution to the sum of £6,000; · Provision of on-site open space and equipped play provision; · Provision of off-site POS contributions of £75,939 for improvements to changing facilities and the football pitch at Royal Albert Playing Fields, which the Playing Pitch Strategy identified as poor quality. The Young Persons Provision contribution was requested towards a new half MUGA at the Royal Albert Football site; · Landscape and Habitat Enhancement and Management Scheme (to demonstrate no net loss of biodiversity); · Setting up of a management company; and · Management and Maintenance of all landscaping, unadopted roads, lighting and drainage infrastructure and on-site open space; and subject to the following conditions (with condition 1 being amended to “2 years for commencement”): 1.
