Purpose: Parking Services have been made aware that vehicles are parking obstructively on Kingsgate Service Road adjacent to the Lower Kings Road car park. These parked vehicles are preventing access for pedestrians and preventing access to driveways in the vicinity. Kingsgate Service Road is unadopted, therefore, not maintained by the highway authority. The service road is owned by Dacorum Borough Council. Under the Road Traffic Regulation Act 1984, local highway authorities can implement and enforce Traffic Regulation Orders (TROs) on any road the public has meaningful access to, regardless of who maintains it. If the council decides to introduce restrictions, they must follow the formal statutory consultation process. Hertfordshire County Council (the primary highway and traffic authority in Hertfordshire) have entered into an agency agreement with Dacorum borough council, which allows Dacorum Borough Council as the local highway authority to design, propose, and implement Traffic Regulation Orders (TROs) on their behalf (in accordance with the Road Traffic Regulation Act 1984).
