Purpose: The Council adopted the Parking Solutions Policy in October 2024 to deliver additional parking bays which involves strengthening or paving areas of highway verges or other green space.  This will ease the demand for off-street parking which exceeds the existing provision as well as protecting public spaces from damage.    A comprehensive review of roads, which are impacted from insufficient parking, and placing them in priority order was undertaken by the Environment Team before the project was passed to the Investment and Delivery Team at the end of 2025.     Cabinet approval was obtained on 14.10.24 to; 1 – approve the report to adopt and commence delivery of the Parking Solutions Policy 2 – to delegate authority to approve the delivery of scheme to the Strategic Director Neighbourhood Operations (now Strategic Director Environment) in consultation with the Portfolio Holder Neighbourhood Operations (now Strategic Director Environment).   Joining Agreement - 15th December 2025, the Strategic Director for Neighbourhood Operations (now Strategic Director Environment) approved the recommendation to enter a Joining Agreement with Hertfordshire County Council (HCC) and Ringway Infrastructure Services Limited (Contractor) under which the contractor provides advice and services (including design and construction services) to Dacorum Borough Council.   Environment Board 20.1.26 – approval given to the Project Inception Document   Commercial Board 16.4.26 - an update was provided in relation to initial site costings and approval was granted to use Ringway, Herts County Council’s preferred contractor, to deliver the parking solutions sites. Commercial board have advised that permission would need to be sought via a Portfolio Holders Decision to raise a Purchase Order for the works, hence this request.   Having access to this agreement will enable a more efficient route to market than a typical open tender or similar means, thus improving deliverability of project milestones, reducing officer input time to procurement and delivering greater value for money through economies of scale. As well as benefitting projects outlined above, the direct award route to market has the potential to benefit emerging projects in the future.    These schemes will be delivered through a design and build model via the Joining Agreement.  There is further site-specific due diligence to be completed as well as Planning approvals.
