The Cabinet Member for Finance & Commissioning: Approved the proposed updates to the policy, specifically the revised table in Section 1.7, to: · Reflect improved clarity around expectations for social value delivery. · Increase weighting percentages to better align with local government best practice and support the MAT (Most Advantageous Tender) approach. These changes ensure Lichfield District Council remains aligned with regional practice, maximises community benefit, and strengthens its commitment to embedding social value in procurement. 1. Option considered: Incorporating the revised weighting guidance and commitment expectations into the broader Procurement Strategy rather than maintaining a standalone Social Value Policy. Reason not pursued: This approach was discounted as it would reduce the visibility, influence, and strategic importance of the Council’s social value ambitions. A standalone policy better supports clear implementation, external communication, and alignment with the Lichfield 2050 Strategy. 2. Option considered: Keeping the previously approved version of Section 1.7 without amendments. Reason not pursued: New insights from benchmarking and training indicate that local authorities commonly apply a 15% weighting to social value in tenders. Updating the policy aligns with this standard, ensuring the Council remains competitive and progressive in its approach.
