Purpose: Approval needed for the Local Council Tax Support Scheme 2025/26 under section 13A (2) Local Government Finance Act 1992.

Content: Agreed (i) - That Cabinet recommends that Full City Council approves changes to the current Local Council Tax Support scheme, as set out in paragraph 3.9 of the report submitted, for all working age residents. That Cabinet recommends to Full City Council that work commences towards the introduction of a banded scheme in 2026/27. Agreed (ii) - That Cabinet recommends that  further consultation is conducted prior to  2026/27 in relation to the City Council adopting a banded scheme which considers household income to make an assessment of entitlement. Agreed (iii) - That the scheme, including its administration, remains under annual review. This includes re-examining the purpose and objectives of the scheme and the option of changing the protected groups in future to further re-align the scheme with Universal Credit.
